I will gladly go into the theme of data sovereignty and public values in the research community. I will focus on the possible challenges in deciding what infrastructure and services would be best provided and governed by public partners and which infrastructure and services to procure form commercial organisations and how to deal with those challenges. At the heart of my short talk will be the question on how the academic community can strike a balance between trying to do everything themselves and thus chanelling much resources away from the core business of (funding, doing and evaluating) research and becoming too dependent on commercial organisations for the core business of (funding, doing and evaluating) research. I will unfortunately not provide all the answers… but rather bring those the the panel and to the audience after outlining context, previous experiences and lessons learnt.

Open science is at a crossroads. Its implementation requires the engagement of researchers and of university staff at various levels. In order for this to happen we need to include in our university facilities and departments (library, data center, research office, classroom) services that address today’s needs and speak the language researchers better understand: the web, the cloud, the edge. Building the relevant infrastructure should be high on the agenda of university decision makers, and as connectivity with other organizations is crucial, this should be done in a way that takes into consideration even from the design phase European efforts such as OpenAIRE. All within the European Open Science Cloud initiative.

Open Science is a multifaceted set of practices that demarcates a new model of science based on transparency, inclusivity, integrity and engagement. In this panel talk, there will be an outline of the very practical aspects of its implementation in academic institutions, focusing on robust governance, effective collaboration and sustainable infrastructures.
