Short bio
Currently serving as Deputy to the Commissioner for Open Government and ICT at Rovira i Virgili University, I was CIO of the university from 2005 to 2023. I bring extensive experience in digital strategy, policy alignment, and interoperability in higher education. Nationally, I have coordinated initiatives through CRUE-TIC, co-authored Spain’s digital transformation trend reports, and contributed to the development of key legal and technical frameworks for e-government. At EU level, I lead the education work package of DC4EU and convene the educational use case in both EBSI and the eIDAS Toolbox, working closely with DGs CNECT, EMPL, and EAC. I am part of the EUA Digital Transformation Steering Committee and active in GEANT and GAIA-X task forces. Motivations

  1. Why do you want to join the EUNIS Board?
    As a long-time advocate for digital transformation in European higher education, I see the EUNIS Board as a vital platform to reinforce strategic collaboration between institutions, policy makers, and technology stakeholders. My motivation is rooted in ensuring that digital tools serve institutional missions, student-centred innovation, and the values of inclusiveness, trust, and interoperability. With over 18 years as CIO and currently as Deputy to the Commissioner for Open Gov. and ICT at URV, I have led transformation at institutional, national, and European levels.

    Being actively engaged in cross-border initiatives like DC4EU, EBSI, and the eIDAS Toolbox has strengthened my commitment to shared governance, alignment with EU priorities such as the Digital Decade and EUDI Wallet, and real impact for universities. EUNIS can further become a policy-shaping voice, and I would like to contribute to that ambition.

  2. How will you contribute to EUNIS and its strategic priorities?
    I bring broad experience in steering digital agendas in higher education, both strategically and operationally. At national level, I co-authored Spain’s digital transformation trends report, advised on e-Government policy, and led CRUE-TIC initiatives. At EU level, I convene the educational use case for DC4EU, EBSI, and eIDAS Toolbox, contributing to data models, interoperability strategies, and cross-DG alignment with EMPL, EAC, and CNECT.

    I offer an extensive professional network spanning ministries, EC Directorates, university alliances, and global communities like GEANT, EDUCAUSE, and DCC. I can support EUNIS’s mission by promoting policy engagement, aligning institutional needs with regulatory frameworks (eIDAS2, SDG, DEAP), and facilitating institutional resilience and capacity building.I would focus particularly on enabling knowledge exchange between national and EU levels, enhancing the role of digital professionals, and ensuring EUNIS actively shapes policy through its community.
